Today, Malaysia’s Finance Minister launches Malaysian Capital Market Master Plan (CPM) which envisioned the following objectives.
Objectives for the Malaysian Capital Market
The vision has six specific objectives:
· To be the preferred fund-raising centre for Malaysian companies
· To promote an effective investment management industry and a conducive environment
· To enhance the competitive position and efficiency of market institutions
· To develop a strong and competitive environment for intermediation services
· To ensure a stronger and more facilitative regulatory regime
· To establish Malaysia as an international Islamic capital market center
These objectives are linked to 24 strategic initiatives and 152 recommendations in the areas of market institutions, the stockbroking industry, the derivatives markets, investment management, the equity and bond markets, the Islamic capital market, technology & e-commerce, training & education, corporate governance, and the regulatory framework.
Tan Sri Dato’ Francis Yeoh, Managing Director of YTL Corporation Berhad and a member of the Malaysian Capital Market Committee in responding to the CPM launch said the following.
“ Firstly, the Master Plan is a positive step towards liberalization and deregulation of the Malaysian Capital Market in that it has rightly emphasized on the issue of enforcement rather than promulgating more regulations.
Secondly, the best defense against bad corporate governance is to encourage investors’ activism and educate investors of the risk and their rights when investing in the capital market.
Lastly, it is expected that over the next 10 years, the capital market is going to play a more prominent role in capital raising exercise to lubricate the economy. Economists have forecasted that in order to achieve sustainable development, Malaysia will require 1.5 trillion ringgit of new investment capital, 30% of this fund is expected to come from the capital market. Resultantly, the passage of the masterplan is significant in that it provides the conducive environment and incentives for introduction of new innovative financial instruments both in depth and breadth for the investment public.”
